Launches book “Not Just a Civil Servant”

Srinagar, May 16 (RNA): Renowned buracrate and former Secretary in the Prime Minister’s Office Anil Swarup has said that Education sector  In Jammu and Kashmir was Cahlanaging and  needed an overhaul . Mr. Swarup who is known  in the state for his contribution to the Education Sector as Union Secretary for Education was speaking at his book launch ” Not Just a Civil Servant” function in Gandhi Bhawan at Kashmir University on Thursday. The former Union Secretary shared his experiences of his 38 years long carrier as  a civil Servant  with the audience, particularly his association with  Jammu and Kashmir State when he was Union Secretary School Education. While hailing the contribution of the then Secretary School Education J&K Farooq Ahmad Shah who was also present in the function, Mr. Swarup said that Faroq Shah has been immensely instrumental in implementation of his ideas and plans aiming to revolutionise the Education Sector in the state particularly in Valley. The buracrate turned author recalled his  association with Shah and said how he ( Farooq Shah) was  key in making the Student exchange Programme a success. He said besides the Exchange Programme , there were other impactful initiatives that brought the school education sector on to the track and added that Farooq Shah  and his team that included Tufail Matoo, A. R War and others was really a hope he relied upon.

Underscoring the Significance of the Civil Services, Mr. Swarup said that the priemer Administrative Service was a challenging task but added this was also a platform where people if wiling, can contribute immensely.

Speaking on the occasion, former Secretary Education and now a politician Farooq Ahamd Shah appreciated Swarup’s contribution to Kashmir Education Sector and said he was a great inspiration and support at the times of distress. He said when he took over as secretary Education, the students were on roads resulting in a chaos all over. Shah added that the more worrying thing for him and the Adminstration  was the strike of SSA teachers who had been without salaries for months together and their strike was a real worry for the Adminstration. According to Farooq Shah, it was Sarop who bailed out the State Adminstration by releasing huge amount for the salary of the SSA teachers easing up pressure on the adminstration. Farooq Shah said, it was during the Swarup’s tenure as Secretary School Education in GOI that Kashmir Schools were equipped with computer labs and other facilities.

The function was addressed by another IAS turned politician Dr. Shah Faesal who said how difficult was it to be a civil servant in an enveiornemnt where Politicians are not willing to listen . He said he was feeling suffocated by witnessing how the buracrates were feeling helpless in convincing the minsters  for implementing their plans and schemes.

The interactive session was followed by question Answer Session inwhich faculty and Students of Kashmir University and Journalists asked various questions to Mr. Swarup  ranging from his offcial association with Former UP Chief Minister Kalyan Singh to Secretary in the PMO during Dr. Manmohan Singh’s government. Mr. Swarup  also shared his experiences as Union Secretary for Coal and recalled how he rebutted Vinod Rai’s ” Coal Scam” theory. (RNA)
