Amid governor’s anti- corruption stance, PHE Handwara “Tender Scam’’ probe trashed by Babus

Chief Engineer’s role also under scanner, locals likely to move to Anti- Corruption Bureau   

Srinagar, Jun 12 (RNA): on a day when Governor Satya Pal Malik has assured public of freeing Kashmir from corruption at every level, it would be interesting to watch whether the bureaucracy would be willing to implement the idea on the ground. Why people think so? Well this has certainly a reason!!! There have been many such instances where Governor or his advisors have shown the intent to crack whip on the corrupt, but then the bureaucracy down the line seemed protective of corrupt. The recent example of such practice comes from Handwara town of North Kashmir where Governor’s advisor ordered a probe into an alleged ‘ multi-crore’ scam in PHE division but what  makes the system so much ambiguous is that the only thing the administration in the PHE department could do was ‘ not to conduct’ a probe. Why? Probably all from bottom to top are fishing in ‘troubled waters.” If not so, how an Assistant executive Engineer who is still not confirmed as AEE, manages to hold the Executive Engineer’s Charge and that too after ‘kicking out’ a full fledged Executive Engineer just two days after his posting.

Sources in the establishment told RNA that despite clear cut orders of the Advisor for conducting a probe, there were no signs of such a thing happening even after one month which is itself an indication of some higher ups being directly or indirectly involved in protecting an alleged ‘scam’. Chief Engineer Abdul Wahid categorically told RNA on the day of his Handwara Visit last Sunday that, he had not gone to the Northern town for any investigation but insisted that it was his ‘ routine visit’ to take stock of the on- going projects.

“No, I am not here to hold enquiry about anything. Had come to take stock of the ongoing projects.” Mr. Wahid had told RNA when asked whether he had gone there in connection with the enquiry of the alleged multi- crore scam. The Chief Engineer instead said that the case had been forwarded to Superintending engineer Kupwara for investigation. He ironically however, forgot that there was no SE posted in the Kupwara Circle from last couple of months. Sources said that Chief Engineer’s reluctance to hold inquiry and submit a report to the Advisor was an indication that Executive Engineer only cannot be the only person involved if, the allegations turn out to be true, at first place.

Meanwhile locals told RNA that if the department failed to hold officers accountable, they will approach anti- corruption bureau for investigation. (RNA)
